Thanks. I've carried out the instructions earlier this morning. It does seem to be congestion, as this morning I was getting 8.7Mbps. I'll try again this afternoon and see. From the email, there's no issues with my service or line.

I may be onto something here with my setup. With it starting at 6 and dropping to around 3.5 for SNR after a reboot I've turned dynamic line adjustment back on, and set stability adjustment to -3. Note the ratio between that site's estimated line length and line of sight - it isn't much more than sqrt(2). They have assumed a near square grid of roads. Nelson Bay is a drawn out sort of place, and unlike that assumption. The common suburban PIUT phone cable, with no faults, attenuates 13.81 dB...

That downsteam SNR is very bad Anything less then 6 is going to be troublesome Can you adjust the DSL training in your modem? Increasing the noise margin will not speed up the service. It leaves fewer bits available to carry a signal. I've unplugged the cordless phone and carried out another reboot, it's dropped off a bit but we are at the time of the evening where things tend to slow down due to what must be congestion. One thing I noticed, the upload speed didn't change, is it about what it normally should be?
