The same thing that happens at 12pm, the P2P screws are loosened.
The opposite (Screws tightened) happens at 9am then in two stages in the afternoon at 4pm and 9pm.
This is so that Exetel's bandwidth is not saturated by P2P and browsing etc can still work properly.

So... when do we get out of the pool? Its November 1st, 12:30am I was in the orange pool in October (>48GB off peak) But i downloaded less than 40gb in the off peak in September My member tools page says I am still in the orange pool and speeds are terrible. Shouldn't I be out of the orange pool now?
