I believe the problem is with O. They have overloaded their own network offering "all-you-can-eat" Netflix. This means they can't deliver the aggregated traffic from their DSLAMS to Exetel. It's not the business account that has the issue is my understanding. Anyway, Exetel's stated the problem is out of their control. That's correct, the problem is with the residential Account. I have run the requested tests and emailed them to support. They look ok to me, no issue with my line.
