Thanks everyone for the suggestions.

Something I hadn't yet tried was to transport over TCP rather than UDP. Just like magic everything works brilliantly, getting a good 500kb/s throughput. Must be just some gremlin somewhere not liking the UDP traffic.

Specific hardware information is pretty irrelevant - I've proved that the setup works over a pure Optus service. The fact that it doesn't work over 2 completely different exetel services (being a 3G dongle which partly uses the Optus network, and a fixed line ADSL2+ service) pretty much rules out th...

The odd thing is, it occurs with both an exetel 3g modem and an exetel adsl connection on 2 different devices - that kinda rules out a router / firewall problem and those same 2 devices work fine using the pure optus service. the only way you could do this is by using a subdomain eg. ftp.domain.com and pointing the A record for it to exetel. ftp://domain.com will still resolve to the primary webserver though.

I had this happen to me when I got my first exetel SIM - connect was the only thing that worked at first. Couple of weeks later though, it stopped working and then had to use exetel1

I'm currently on ADSL1 8192. I get about 4Mb down which is reasonable (and also sufficient for my needs). I would only change to an ADSL2+ plan if there were considerable cost savings in doing so. (currently I find the 8192 plan quite expensive however I understand the costs that Telstra imposes)

With the $5 increase, does the $3 admin fee still apply? Looking at moving to NF/8192 for $60. It going to cost me $60 or $63 a month? Or will this price change too to $65/month. not sure if it is related to this particular issue, however I found that I get that error alot when I am in densly populated areas, and areas where I would assume there to be a large amount of HSPA usage. I simply attributed it to there being no 'channels' left. Happy to be corrected however.

The suggestion box works great. The communication thereafter seems to lack. I suggested on the invoices that the service number should be added to the item line, so that multiple of the same service types could be differentiated. The only sure way of seeing if it will make a difference is by standing on your roof (or where-ever) and waving a directional antenna around.
