Magic quotes is a currently a server wide setting for free web hosting service.
It won't be changed for now as it might affect other users.

Customizable php setting for Individual web space is available for paid web hosting service.

hello there! i'm trying to install wordpress on my exetel server. i set up a database, using the activate database button in the webspace configuration page. anyway....i have tried to install wordpress in a number of different ways (through dreamweaver, filezilla, web pi) and nothing is working.......

You can run other scripts as cgi.

for eg, if you upload a script as below:

web/www.example.com/cgi-bin/aaa.pl
Then you can run it by visiting URL: web/www.example.com/cgi-bin/aaa.pl

Place the script in directory 'cgi-bin' should do it, are you using paid hosting or the free web space?

for free web hosting, it should be: public_html/cgi-bin
fro paid web hosting, it should be: web/www.example.com/cgi-bin
