Unable to archive over 10kbps down and 15kbps up (p2p) on a 8000/386 connection. This is very poor service, this throttling or "shaping" is well beyond acceptable limits. So tell me are you unwilling or unable to improve off peak p2p speeds?

So your "shaping" uploads too now, this is a relatively new phenomenon and is most prevalent during the 10pm-2am black spot.
