I think its caused by Exetel not having enough bandwidth to the Optus ADSL2 Customers. I'm on 8mbit via Telstra and don't have any speed issues.

Why do Exetel need to continue to throttle P2P if the cache is saving bandwidth

I wish Exetel would do away with all this crap and just spend the money on upgrading their links instead

Looking at the MRTG Graphs. Seems to have saved nothing. Infact its probably increased usage on the Links to the Customers

Traffic Seems about the same as it usually is. Exetel said it would save over 300mbit of traffic. Doesn't look like it
