I have noticed this as well, 12 days for a 'non-resolution' response. Another 4 days pending for my request to revisit the matter. Ticket #4363776.
Provisioning used to turn it over in a day up to 3 days worst case.

Yikes! That is punitive. Could this be made abundantly clear on the web page? This is not in line with the policy of other (former?) ADSL/HSPA plans where you could change plans freely whilst you are on contract for a small fee. It would have been a critical reason to not buy this service if it was ...

Try setting outgoing SMTP server to mail.optusnet.com.au - it allowed sending of emails for my CAP19 plan.

Possible those initial prices were unsustainable.
I think the downtrend in wireless is to do with other wireless ISPs jamming as many people on as little bandwidth as possible to save costs (i.e. heavily under-provisioned).
