I think Exetel have more to gain by being active on whirlpool rather than not being a part of it. Look at Internode and iiNet for example - obviously Whirlpool would be a huge positive influence on their business. Online banking was effected for me at least - due to StGeorge timing out. Going off the download speed it would be about a 18.4 kbit connection I was on, rather than a 64. I don't know how you're shaping is working, and how it effects different users though, so I can't say if this is the experience ...
