Well it seems that nuranj should be single handedly providing fault resolution services for Exetel. He was able to do in under an hour what the entire support team could not do in 9 days. However, this is not the place for a rant! Thanks again nuranj.

I don't like the 4 dB margin, and the magnitude of the fluctuation. Nor do I, especially considering that the line WAS rock solid when trained to a 6dB margin prior to the initial fault.
