Looks like the joy was short-lived. There definitely seems to be congestion issues down at the beach. As 5 PM passed, the speeds are dropping again albeit better than on PPPoA. For the price of this line I would expect over 1 MB/sec no matter what time I am online. I hit 1.8 MB/s in one test today....
