25/5 NBN speed test is 5.6/0.8

I recently upgraded to NBN on 25mbps dl, 5mbps ul so I thought i'd run a speed test to see why I'm getting a poor experience.

Speed test:
Exetel Sydney
Ping 20 ms
Jitter 186 ms
Download 5.6 Mbps
Upload 0.8 Mbps

Please look into it.

Still getting 10mbps on speed tests. Since this is a throttled service, I was expecting closer to the promised 12mbsp... Is this worth investigating? yes i knew that already. has anyone had any experience with repeaters/boosters? any other ideas? my other option is to move to some telstra reseller but i'd prefer to stay here!
