Rather than have a flat $5.00 monthly charge for incoming faxes to email, I believe a fairer, and better accepted method is to charge per incoming fax in the same manner as Email to Fax outgoing. ie. 10c for first page, 3c per following page. I did a test of multiple downloads manually from Exetel's file server and summed the total transfer rate to around 530kB/s. But when I download a single file, it transfers around 270kB/s ~ 310Kb/s.

So the question is: Why is a single stream limited?

In my OP I was quoting the Exetel speed test to be around 200k. I just retested after refreshing my connection & got a 189kB/s d'load result. And my modem is indicating a 5.2Mb sync speed! 5153300 Sync but 200 KB/sec download?

I am getting good sync speeds (for my distance of approx 2.7km cabled) of around 5Mbps to 5.5Mbps with a 1Mbps upload sync. However, I get days when my transfer rate is quite slow. eg.
