As stated by Exetel, you have to make your own arrangements. Try DroidBlock for the android phones. For iPhone and Others, Google is your friend. Why aren't those calls generally included in plans? Mate, Optus give a coverage guarantee. If the coverage at home is no good, ask Exetel if the guarantee flows through from their wholesaler. Sometimes many days and without feedback. Recommend being patient and calling the helpdesk frequently after the 24 hour period is up. I waited 3 days and then magically, the day I called the helpdesk activation was "due to occur before COB today". I suspect if I'd waited another week and then called...

There is obviously confusion around the correct APN to use for access to the Data networks. My settings arrived via SMS some days after the service was activated.
