Thanks KavindaS!

It appears that I have found the problem - there is a bug in Windows 10 slows down the actual download speed significantly. The problem was solved after I disabled "WiFi location" in Windows 10.

Bundled Telephone/ADSL2+ no dial tone

I am on the bundled Optus/ADSL2+ plan.

This evening after I came back from work, I found there was no sync and telephone did not have a dial tone either.

It was okay this morning before I went to work.

The same here in Hurstville NSW:

Connection Speed 655 kbps 669 kbps
Line Attenuation 43.0 db 24.9 db
Noise Margin 12.1 db 11.9 db

The problem still persists after a number of reboot. The line seems to be noise free. Normal speed is about 4000-5000 kpbs.

Just after 9pm today, my adsl2+ becomes very slow:

DownStream Connection Speed 523 kbps
UpStream Connection Speed 635 kbps
Line Attenuation 43.5 db 25.0 db
Noise Margin 14.5 db 13.7 db

It was 4800kps download and 812kbps upload.
