Yes it is definitely a LBN co problem as I am in Upper West Side as well. Tracert will show nothing except during high latencies as traffic tunnels through LBN co's network to reach Exetel. The wholesale supplier has confirmed that a Link upgrade will take place on 3rd December 2019, between 00:00 - 07:00 to resolve the speed degradation issues impacting this estate.
