Our Mobile Upstream Carrier has advised the had been successfully cleared.

Please powercycle your mobile handset and check if issues persist.

Our Mobile Upstream Carrier has advised the outage is still ongoing.

The Upstream Carrier is unable to provide us with an Estimated Time of resolution at this stage.

I'm having the same issue and am on Telstra's HFC cable whereas the link @KavindaS mentioned is for Optus NBN which is therefore unrelated. The NBN service is up but not getting a response from the ISP (Exetel) over this service. I suspect there is another outage/issue that Exetel are not yet aware...
