I would be using ADSL2+.
Maybe your WAG160N is not the best of modems to maintain stability and throughput.

I believe all the Linksys ATAs (at least the SPA3102) are able to cater for your needs. You can set up Exetel as a gateway for dialling out, and have nothing for "Line1" so it does not register to any sip servers.
