No there is no outage, if you have sync and have tried troubleshooting the problem e.g. done factory reset and an isolation test then I suggest you log a fault from the following link https://helpdesk.exetel.com.au/ or by calling 0299271000 and selecting option 1

What I mean is that a 2.5G sim card would only be sent out if you specifically requested a 2.5G sim card, however by testing your sim card in a 3g handset it should tell you if you are connecting via 3g. All sims cards sent are 3G unless the end user advised us that they do not have a 3G compatible handset and require a 2.5G sim card, also we stopped issuing 2.5G sim cards about 16 months ago. If your handset is 3G supported then the sim should automatically register where 3G and exetel is displayed...

To order a Voip DID number for your HSPA account, please log into your HSPA members facilities and select >VOIP then >order VOIP service and from there you can select a DID number

Yes for data plans without any contract and there needs to be some usage every 60 days, even opening up a website will be fine.
