I would prefer using a different approach from the user point of view. I think the better approach is to remove the quota for offpeak and peak but charge a different rate for different time of the day. Time......................... charges 12pm -12am................... 1 12am -3 am.....................

How about setting the standard off peak 12-12 (12 hours) and quota is 60G, Give user an option for 1-12 (11 hours) but quota increase to 65G, and 2-12 (i.e. 10hours) quota becomes 70G.
