We will finish tidying up the new ADSL1 plans today which was delayed because we were trying to be a bit too 'clever' and some of the information we needed was delayed. So, hopefully by the end of the day we will reduce the number of 1500/256 plans and improve the attractiveness of the high end of ...

I'd much prefer the old 60GB at least then customers knew where they stood. If my calculations are correct, a 1.5Mbit plan can burn through 200GB in a month (in off peak).
If Exetel is allowing this, why not up the 8mbit to that limit if you're unwilling to offer unmetered,

Unfortunately its impossible to have a perfect setup whereby its never congested. But I'd rather see an hour of minor slow speeds at 8pm than 12 hours of unusable internet.

Just remove off-peak all together.
Offer a competitive quota for the month, and spread out the user's anniversary (monthly start/finish) to spread the load.
Don't block or remove any protocols, prioritise VOIP and HTTP above the rest, and you'll have a winner.

abolish off peak.
Give one large quota, don't have everyone's plans end/start at the same time and you'll have a decent network.

anyone that change their off peak times when they had the option were able to keep it.
If you left your off peak at 12-12 then then cut it back to 2-12
