Exetel aren't like Optus/Telstra/Other Large companries, they aren't in it to make more money.
Also, the new peak times have removed the 12am congestion as it isn't off peak anymore.

Good point, I reckon many people just ignore the offpeak shifting because they don't think their choices really matter the condition of exetel network. If you don't use P2P very much, and especially don't automatically start it at 0:00am, you shouldn't be responsible to the packet lossing problem. ...

This will have absolutely no impact on me so far as I can tell so I'm not fussed. The only thing I don't understand is how a bunch of downloading at 12 can affect the network but that it doesn't do so between 6am-12am. I know people have said most downloads finish by then, but with the nature of P2...

Most downloads finish in less than 2-3 hours, which means that you are now more than welcome to schedule it at 2am, and they'll be done well before people wake up. The - 2 hours of offpeak I dunn...
