There's a pretty silly comment. Most people not wanting the change are not downloading 24/7. They are saying they want to be AWAKE so they can start their downloads.

Download scheduler? There are many free ones. Yes there are - but I've never seen one that can do much more than start a program. If you already have a program running (like emule/bittorent) but you have most of your downloads paused for peak time - but want to start those downloads again at 2am......

Yes, I've ticked the "I agree.." and clicked on the restore button but it keeps redirecting me to the block page which says that either my service number is incorrect or I am not on the block list. My usage meter is set to "use smart updates". For no reason I just decided to manually check if there was an update by right-clicking and selecting "Check For New Version". And there is! Why didn't the "Use Smart Updates" tell me there was an update available?

I think in your case, the block remains until you click the restore service button... Then once you click it, you have to wait five minutes for access to be restored.
