Well, I have applied for OF20 anyway. If that gets rejected, I will go to the Optus fusion $79 product (so $30 more per month than OF20, and 24months instead of 12). I checked with online chat at Optus and the number/address passes their checks. A real shame if Optus wholesale rejects Exetel's reque...

If you mean "Can I access my ADSL connection on my iPhone" the answer is "yes, via WiFi". There is no "3G" involved in this case. We ported from Exetel Voda to Exetel Optus in Feb this year - there were no issues, very smooth.
Have a scan on Whirlpool - you will see that there are always cases of porting issues for one reason or another, between any carrier. It's unfortunate that you were unlucky on this occasion.

If one has an iPhone, will Extel Optus CAP plans allow the use of the new "Personal Hotspot" functionality? Or is that equivalent to tethering?

I'm damned sure there were no such options presented during the package selection process (I would never have consciously selected them) They were definitely on the form when I transferred - and it clearly stated the charges. Agree that it sounds like a billing error that hopefully can be sorted out.
