Thank you for your input. There are many and varied ways the conversion thresholds could have been done. ... There is no subversive intention to 'penalise' anyone. Perhaps you can explain how the values for the thresholds were chosen and the rationale for promoting a customer's plan multiple levels...

It's quite likely the Nokia has a built-in SIP client, giving you a vast choice of ITSPs. Alternatively, other VSPs have their own MoIP clients. My impression was that the towers performed some sort of load balancing / bandwidth sharing in order to maximise the efficiency of available bandwidth and are continually switching users from HSPA (high speed) to WCDMA (lower speed) and perhaps even to "idle" based on the activity on the connection...
