I've used the complaints@exetel address in the past. I received a very helpful detailed reply from one of the senior managers within a matter of hours.

I'll write to Exetel when someone confirms I have the desired specification correct. There is the chance that the developers would prefer the unofficial coders to make the change. When I have problems with my naked DSL I -
1. Remove everything from the phone line.
2. Plug in a corded handset.
3. Lift hand piece and listen. Is there is a fast busy tone? No tone - advise Exetel
4. Listen for static sounds. Static on the line? Yes - Advise Exetel.
