Using a proxy server is a good troubleshooting step as you use the IP address of the proxy server when connecting to websites...

Are you able to reach the website if you enter 202.164.26.80 into your address bar in Internet explorer?
As a temporary work around you could use a open proxy server to get that website.

A routing loop can happen if the customers account is not online which is normal behavior.
Would suggest that you pm me your telephone number so I can further investigate.

I believe that you might be using the WAN type as PPPoA.
Try switching the WAN type to PPPoE LLC which should default to 1492 for the MTU.

I have sent a request to Optus for the deprovision and reprovision of the the ADSL service to be done.
If this does not work it would be suggested that you do borrow your friends ADSL modem to see if you can get line sync.
