Are there any restrictions on the Z/1500 plan other than the download limits (24/36gbytes)

Ok I'm looking at changing to FP-D2 (30/no limit) from TELO (36/54) on 8192/384 plan. If the change of plan speeds do not change why then do I get charged a change of plan fee of $10. Yes I know it's a 12 months contract requirement. I can understand getting charged this fee if I changed from 8192/3...

i am currently on plan 8192/384 (TELO) @ $88.00 per month which has now been increased to $93.00 per month without been notified.
Can i reduce my plan costs but still stay the speeds of 8192/384.
