I believe it is a firmware issue, but a change made to the Exetel VoIP system in the last month or so has brought the issue to bear, as I ran with this firmware for a long time before that and never had the problem. I dont know if you have the right terminology here, but with my 8MB connection I can upload at around 340 kbps or 42 kB/s.

The max upload for this type of connection is around 45 kB/s.
