Your problem with sending is simply because you have stated your username and password.
For outgoing mail, exetel does NOT use authentication. Putting your name and password in here leads to a fail.

Hi Luke -

more than a year later again - thank you!!! I've just been trying to search for why I've been able to receive but not send mail on my iPhone - I'm not using an exetel email, but I am connected to exetel as the ISP (both for the wifi and the mobile). THANK YOU THANK YOU THANK YOU!!! I thought I was going crazy because I wasn't able to get it to work this afternoon when I switched to IMAP from POP!

this could lead to mail not being able to send if you are connected to a different service via Wi-Fi though, keep that in mind
