That link is a server side plug-in for the SquirrelMail server. You want a client side, generic, POP3 email notifier. Perhaps something like, or

Also, if you use Outlook, you can configure it to show a new mail pop-up on the system tray by default and you don't need to install anything. Do you use any local email client to retrieve messages? Or do you just use webmail?

+1 for Corey. On Windows, Poppeeper is excellent. All the usual Linux window managers have one of these in the system - just visit the repository. These apps provide a lot more than just notification and can be quite useful.

If your web browser is on most of the time, you could consider using the Opera browser, which has a very fine mail client buit-in. It notifies new mail both in the browser and in a popup in the Notification Area. I know of several users who swear by Opera Mail as it exposes the mail to the rendering engine and to the media plugins. The "learning type" spam filter doesn't miss much.

To actually script your own timed enquiry on the mail server and poll regularly to show a new arrival is trivial, but hardly worth reinventing. If you use new generation Python scripting, it has graphic Notification Area popups built in.
