Exetel to Hotmail failure: Block list S3150

Got this message a few moments ago to a long standing hotmail address. Checked with owner - no problems their end. Ideas?

Not sure what you mean by the full header address as I copied everything. Do you mean the recipient's actual email address as well?

Problem seems to have rectified itself without any intervention!

This problem has arisen again but hasn't rectified itself. The email was directed to xxx@outlook.com and I got this message:

host outlook-com.olc.protection.outlook.com [104.47.45.33]
SMTP error from remote mail server after pipelined end of data:
550 5.7.1 Unfortunately, messages from [58.96.9.1] weren't sent. Please contact your Internet service provider since part of their network is on our block list (S3150). You can also refer your provider to http://mail.live.com/mail/troubleshooting.aspx#errors. [CO1NAM04FT041.eop-NAM04.prod.protection.outlook.com]

Any ideas?

Thank you for notifying this. We have re escalated this with the system administrators and waiting on their feedback.

I have had the same problem, contacted support on July 29.

And finally got a response on Aug 20, asking me to confirm my ID, even though I did in the original email. Should get another response in a months time I think.
