Relocating ADSL2 Service

I know this has been covered a few times in the past, but can be difficult to know if anything had changed.

I'm currently halfway through a Naked DSL contract and will be moving house in approx 1 month. From what I understand, the charges would be $100 for contract termination, and then $40 signup at the new location (plus I organise the phone line connection through Telstra in advance). While I realise there is some administration work with this change, I don't understand why I am forced to "break contract" when I am more than happy to either -

(a) continue the existing one at the new location after paying the applicable connection fee
(b) begin a new contract period of 12 months after paying the applicable connection fee
(c) extend my current contract to time remaining + 12 months after paying the applicable connection fee

I understand Optus will see this as a disconnection & reconnection, but I'm not wanting to end my service with Exetel so I am unsure why this should incur a $100 charge or is there any way to have this waived in part or full after option a, b or c as mentioned above? I like the service from Exetel which is why I don't want to go elsewhere but this is a little strange. I have no email addresses to move over or anything else, just the plain internet service so the admin/effort would be as minimal as possible.
