VoIP charge confusion

Hi
I started using exetel voip very recently, still cant use naked dsl due to telstra`s mess up. anyway, i use x-lite and i tried calling my mobile from my pc using xlite (via a HSPA connection) just to see if it worked. my mobile rang and displayed my voip number then i hung up- didnt even answer it for a second. I also checked my mobile`s log and it showed as not answered, but i saw on my bill today that before mentioned call lasted 14 seconds and cost 6 cents. I dont wanna be mean, 6 cents is no problem at all but i wonder why this call was charged and what i need to prevent those kind of stuff (i.e is it related to x-lite or exetel`s infrastructure)
