Which date to use for notice to terminate service

After recently being informed that my service is being downgraded with a price increase I am seriously considering moving my broadband & home phone line away from Exetel leaving only the mobile phone here.
I am trying to work out which date I have to calculate the 30 days notice from since my bill issue date is the 14th of the month but payment is not taken until the 28th.

You may place a cancellation with us on a particular date. The service cancellation will be placed 30 days later. For example, if you place your service cancellation today, your service will be cancelled on 27/08/2015.
