Maybe a reduction in activating a new ADSL2 service.
It's unlikely that the reduction of 70 cents for LSS will be passed on by the LSS networks.

2) I've heard nothing about variations in ULL pricing changes.
From the comment made on the ACCC website about this change allowing for better competition, I thought there would be a bigger saving.
Most ADSL prices are around the same price though, so I guess most ISP have already had a ruling which reduces their LSS rate. Anyway, this final ruling from ACCC seems a bit of a non event then.
Maybe it will benefit those in Rural Australia?
