220.233.0.17 seems RDBLed

I received the following bounce from the SLUG mailing list just now:
A message that you sent could not be delivered to one or more of its
recipients. This is a permanent error. The following address(es) failed:

slug@slug.org.au
SMTP error from remote mail server after RCPT TO:<slug@slug.org.au>:
host rusty.slug.org.au [202.177.212.193]: 554 Service unavailable; Client host [220.233.0.17] blocked using ix.dnsbl.manitu.net; Latest spam received via mx0.gmx.net at Tue, 30 Oct 2007 04:52:01 +0100, see http://www.dnsbl.manitu.net/lookup.php? ... 0.233.0.17
BTW: My IP is 220.233.80.226 .
Is pecan.exetel.com.au (220.233.0.17) one of your SMTP servers?

what a total waste of everyones time those RBL's are. There should be an RBL for RBLs to punish users of RBLs for their pig headed adherence to a technology defunct for over ten years.

Thanks for looking into this. It is indeed very annoying.

Could SLUG improve its email processing by dropping this specific RBL?

I like your idea. An RBL blocker :) DO I feel another open source project coming on? Any takers?
