Exetel Naked ADSL2+ is supported on exchanges that support the normal Exetel ADSL2+. Just check if your exchange is Optus enabled on the www.adsl2exchanges.com.au site

You've already had this question answered. For current customers moving between plans, http://forum.exetel.com.au/viewtopic.php?t=26601#205999 states:
raymond wrote:For ADSL1 out of contract customer, it is $110.00 to change to Naked ADSL2. There is a typo on that page. I have fixed. Registration form is correct, which is $110.00.

For ADSL1 out of contract customer, it is $0.00 to change to Including Phone ADSL2.

For Including Phone ADSL2 out of contract customer, it is $0.00 to change to Naked ADSL2.

For Naked ADSL2, it is free to change to any other Naked ADSL2 plan.
and for customers churning to Exetel, http://forum.exetel.com.au/viewtopic.php?t=26647#206299 states:
ForumAdmin wrote:$110.00 if you are churning to Naked ADSL.

$0.00 if you are churning to ADSL2 including a telephone line service.
So, you can move from aaNet to ADSL2+ Incphone without activation fees and then after 12 months from IncPhone to Naked ADSL2+ without any activation fee. However, moving from IncPhone to Naked within your 12 month contract will incur an early termination fee.
