How do I change to shaped?

I can't see where I can change to a shaped option. Where is it?

Also, if someone signs up for a brand new adsl2+ plan do they get to choose shaped during the sign up process?

No, not until the service is activated.

Changes to shaping take effect in the month after the change is made.
