Customer specific issues like spam, virus blocks, etc no long use a dedicated 10.x.x.x address range, they use the end of the 115.70.x.x range (specifically, or through, so anything less than 115.70.224.x is just a regular IP address) and the system responds based on a lookup of that IP address. In this way, the blocked range simply gets recycled and specific IP address do not correspond to block reasons any more. The underlying block reason can be found in your user facilities, which along with other *.exetel.com.au sites are still accessible under any Exetel IP address, even when blocked.

However, the 10.x.x.x range is still reserved and used for failed logins.
