Sorry for the slow reply.
It's not available yet and I'm not sure when it will come on stream. The cable itself is owned by the Tas Govt and was laid a few years ago, bundled with the link to the mainland power grid, but it hasn't yet been connected to any infrastructure at either the Victorian or Tasmanian end.
Late last year the Tas Govt awarded a commercialisation contract to Aurora Energy, who have coincidentally just completed a roll out of a fibre to the premises network in Hobart which they will begin wholesaling later this year.
I'd suggest you contact Aurora Energy's National Energy Sales Team and ask them who you need to speak to about potentially purchasing bandwidth on their Bass Straight Fibre Cable (although they may try to sell you some Green Electricity while you're at it!)
