Does this mean you prepay $xx which gets consumed at the rates indicated above.

... and that the prepaid $$$ amount is consumed over an open time frame (say 3 months or more).

Yes - except you buy a block of data for each period and you get warned when each period has less than 1 gb left. The 'blocks' do not have "use by" dates.
