If a Naked ADSL2 user such as yourself reverts back to a bundle, a new PSTN(and thus newly generated number) would be assinged. Your VOIP number will remain a VOIP number.

It's possible but the process to convert to a PSTN as oppose to allocating a new one is much longer. You are looking around 5-10 working days

For me, I think it is better to leave it as a VoIP number rather than convert it back to PSTN.
VoIP calling is cheaper, so I would continue to use VoIP as primary service.
If something to my net access happens, I can temporarily divert the calls to the PSTN.

On that note - would the PSTN service be considered an "Exetel" service for the purposes of free Exetel-to-Exetel calls?

No - it's a completely different service.

That is total wait time. You will have full access to your ADSL2 service during this process. Another pair is assigned the phone number and given porting, it means waiting for inter-carriers to do their work before its ultimately handed to our wholesaler

ON-25 $45 includes 25/180 GB 25 x VoIP land line calls and 25 mins VoIP mobile calls
ON-50 $50 includes 50/180 GB 50 x VoIP land line calls and 50 mins VoIP mobile calls
ON-100 $60 inlcudes 100/180 GB 100 x VoIP land line calls and 100 mins VoIP mobile calls
ON-200 $80 inlcudes 200/180 GB 200 x VoIP land line calls and 200 mins VoIP mobile calls

Without having any knowledge about the Extel-Optus negotiations for transitioning Naked users to Wireline users for "free", one option that seems plausible is that a "free" transition from Naked to Wireline would only be for this [proposed] $60 ADSL2+ Plan with free local, national, Optus mobile calls (see here).

Hmmm, so I was on the right track. Seems reasonable - I suspect 12 month contract also. Needs further thought.

How would you enforce Exetel VoIP for "other" calls (actually, probably doesn't matter - if user chooses to make those calls with PSTN there is more profit - their choice ).
Can user's VoIP number be sent as the caller ID on the PSTN line?
Would a bundled CAPxx mobile service still provide a discount?

We would be happy with a plan around the $50 a month mark as that is what we currently pay. Using less than 5GB peak a month paying more doesn't really give us an incentive to switch. Happy to switch to the OTL-A $43.00 50 GB 180 GB plan though as the price point is the same as what we have now. Can live without the free calls bit. If we include a plan switch fee that would reduce the impact of exetel wearing the $88 line reconnect.

You can do this now for $98.
Apportion that fee over a 12 month contract, is $8/month.
So for 12 months, it's the same as paying $51 per month, excluding call costs. I glean from your post you probably spend about $5/month on calls. So that would make it about $56/month.

Or, for an extra $4/month, proposal is for the free calls and 200gb (or some other unreasonable allowance we think we won't likely need!).

I am in the same usage profile as yourself, and the attraction of this option is the backup of a wireline phone. Naked + VoIP is fine when factoring in the savings of not paying for a PSTN line. But now that Naked + Wireline are the same, the only cost is the fee to transfer. That in its own is almost enough to switch back (especially if you have a spouse that complains long and loud if the VoIP "stuff" is not working). But for the proposed $60 plan option, it would be quite hard to resist - even if you don't make use of the extra download allowance or free calls (think of it as a $4 profit contribution - which I certainly hope it will be for Exetel!)
