Not sure what is going on but I have had a few emails bounce in the last couple of days with messages such as
SMTP error from remote mail server after initial connection:
host postoffice03.mail-hub.dodo.com.au [202.136.40.236]:
550-220.233.0.70 is listed at bl.spamcop.net Blocked - see
550 http://www.spamcop.net/bl.shtml?220.233.0.70
host smtp4.health.qld.gov.au [165.86.81.115]:
550 5.7.1---------------Rejected - TRUSTmanager
Any info on how / why this is happening would be appreciated

Exetel's admins will have a word with Spamcop and TRUSTmanager.

How and why, though is simple; many mail servers use Spamcop blacklists to block spam sending IPs. It's a crude weapon and regularly blocks ISP mail servers. My own view is it's a dopey approach, but obviously others disagree.

What can be pretty certain though is that Spamcop has detected an Exetel user spamming. Invariably these are infected MS Windows computers. It doesn't take a minute to see if an ISP server's behind it, and to notify the ISP to take more appropriate action. Why these blacklisters don't is a mystery to me. Exetel can then politely chop off the spammer until he/she does something about cleaning the offending computer.

Thanks for the reply!
I hope exetel's admins have plenty of patience! From my experience getting off the spam lists can be difficult.

I'm having issues with AOL - getting mail delivery bounce with:
"SMTP error from remote mail server after initial connection: host mailin-03.mx.aol.com [64.12.90.33]: 421 4.7.1 : (DYN:T1) http://postmaster.info.aol.com/errors/421dynt1.html:
Which comes back with "421 DYN:T1 The IP address you are sending from has been temporarily rate limited due to lack of whitelisting" blah blah...Is this the same issue?
