never connected an adsl connection before...

Moved out into my own flat and am interested in an ADSL 2 with phone plan.

The line is not active, I suppose - no dial tone, but I found the out the number for the line by dialing 127 22 123. However, when I entered the number to check whether ADSL is available for me it said:
SQ function is currently in scheduled outages. Please try it later

SQ result unavailable at this time due to system error. Please try again later.
SQ function is currently not availabble for telephone number (*edited*).
For another number in my suburb and on the same exchange, however:
ADSL2 Number: 0262487771
Exchange Code: CVIC
Exchange Availability: YES
Exchange Capacity Reached: NO
Telephone Service Availability: Transfer Current Telephone Service Available
ADSL2 Service Availability: ADSL2 Service Available
Theoretically Estimated Low Speed: 6393
Theoretically Estimated High Speed: 6691
While I've heard for Naked ADSL you need to have the line activated to apply, I didn't think this was the case for the bundled services. If I'm mistaken, what's the $60 line activation charge on the 'plan inclusions' page for? Do I need to deal with Telstra or should I just go ahead and submit an application?

How long does it usually take to get up and running?

You need a working line for either Naked (NonPhone) or bundled (IncPhone) services. This will involve you paying $59 to Telstra to reconnect your phone line and give you a phone number. You then use this phone number in your application to Exetel which will incur an additional $60 ADSL activation charge.

Turnaround for the Telstra line activation is quite quick (a few days) after which you should wait at least 1 business day to ensure Telstra update their records, then apply for the Exetel ADSL service you wish which can take up to 14 days to complete.

I wouldn't. That phone number isn't owned by you, and can be disconnected at any time.

Plus you need the Account Number (in addition to the Telephone Number) in order to fill out the ADSL2+ application form.
