Issues with NSW ADSL1?!?

Yep, I've noticed the same problem............. have rebooted router, disabled firewall etc etc, but still no joy.
Results from speedtest (http://www.ozspeedtest.com) show the following.

Test Time: 164.18 secs
Your line speed is 149 kbps (0.15 Mbps).
Your download speed is 19 KB/s (0.02 MB/s).
However, upload test shows uploading does not seem to be affected.
You uploaded 1 MB bytes in 29.14 seconds.
kbps: 288.2
KB/s: 36.02
Mbps: 0.29
Time to lodge a trouble ticket and see what comes of it.

Same issue here in VIC with ADSL1.

Definitely looks like some kind of cap with multiple users posting identical speed test results on whirlpool.

I'd say it was shaping seeing as 12:00pm on the dot its back to full speed.

I couldn't even make it to these forums last night after 12:00am and up until 12:01pm today.
Every site was timing out both national sites and internationally.
Queued up some torrents & managed to download @ max of 55KBps, stopping them and trying to browse was a nightmare and not possible, couldn't use Voip this morning due to this 'capping' or network issues???

If exetel staff could please comment that would me much appreciated.

I was lucky to get 1.6kbps

Yep straight on 12:00pm speeds back to normal, definatley exetel shaping.

This needs a response from an exetel official other wise we have no option to believe that outrageous shaping restrictions were unethically utilized during this mornings 2am-12pm peak period.
15-20kbps is not only unethical its down right offensive, 10hours of barely usable internet and no explanation whats so ever is not on. I don't want to see any more unusable off peak periods in May unless there is a good explanation behind the terrible connection.

Just in case exetel didnt know already. I have also experienced bad speeds all of this morning, but at 12:00 exactly miraculously went up. My guess is shaped to 512.
I would like an explanation, and hope it doesnt happen again.

Exetel are no doubt capping off peak, 15+ people on whirlpool including myself as soon as it hits 12am speed is slowed to 20kb/s then right on 12:00pm it's back to full speed. Now again bang on 12:00am speeds are back to 20kb/s, contacting support is pointless as they either haven't been told about the shaping taking place or playing dumb blaming it on your modem.

James this is a support forum so why can't I ask for support here? If I though logging a ticket would make the bandwidth magically re-appear I would have done so from the start.
5 minuets left on peak and exetel have ruined my connection for the next 10 hours (correct me if there is some one else to blame). Capping your user base without there consent or ANY prior warning is going to make the "6hour off-peak" email seem trivial in comparison.
People read these forums as a first point of call, make an official statement regarding the 10 hours of broken internet which is on its way to 20hours. I am a long term customer and I deserve a reasonable explanation regarding the crippling of my connection during off peak hours.
