OTAW offpeak throttled... why?

This used to be my normal speed for my scheduled overnight downloads...
Downloaded 572.10 MB
Downloaded in 7 minutes 44 seconds at an average of 1.23 MB/s
and
Downloaded 1.13 GB
Downloaded in 13 minutes 23 seconds at an average of 1.44 MB/s
Now after moving to the OTAW plan at month end I'm getting:
Downloaded 1.13 GB
Downloaded in 1 hour 22 minutes 39 seconds at an average of 239.75 KB/s
Please explain? Has this happened to anyone else or is bandwidth maybe getting flooded due to the new month and no-one maxed their quota yet etc?
Should I permanently expect these new speeds now I'm locked into a 12 month contract or is that just nasty talk? :P

Not that it really worries me, I'm happy with the revised speeds, I am asleep at the time after all, but I've come to expect brilliant speed/service from Exetel over the past 6 or so years I've been with them and this was a bit of a surprise.

That is quite possible. What time interval was the file downloaded?

http://public.mrtg.exetel.com.au/bwsumm ... width.html shows 6am is a trough period, perhaps schedule something for that time and see if speeds increase?

Hmm slightly better now (but still only half the old speed), but I suspect Exetel has thrown us all in a limited pool of bandwidth like they used to do as peak speeds are perfectly normal.

And now today.... back to normal 1.44 MB/s speeds.

I'll let you know what happens next month end.

I've been experiencing the same issue. Noticed this about a week ago.

Always maxed out my connection (1.4 MB/s) offpeak and now I get throttled at around 250 KB/s for the first couple of hours offpeak. After that it seems to be a little more relaxed but nowhere near unthrottled speeds. See screenshot below of tonights stats.

WOW, you are so lucky got the 1.4MB/s?

My maximum rate has been 2xx KB/s.
