Frequent drops and line noise.

the past week or 2 my parents have been experiencing frequent dropouts on one modem; another modem won't even connect and we went and bought a brand new modem and it still get dropouts (although this one will reconnect it's self). nothing has changed with the houses phone cabling in years, but to try and rectify the problem we re-cabled the modem's phone line.

We've also noticed that whenever either modem is plugged connected to the internet (not just on, has to be a connection) the phones make a lot of white noise.

Could someone please advise on what to do next to try and rectify the problem.

Noisy external or internal lines are the usual cause of dropouts. Are there any filters or filtered plates with no phone plugged in present in the house?

Only the modem is filtered, but nothing changes having the modem unfiltered or using a different filter.

That's back to front. Modem should have no filter attached; every phone handset / base station should have a filter.

I'm using a filter at the moment labeled with phone and modem. The line is still dropping constantly either way though.

The original post sounds suspiciously like a noise interaction between the high frequency ADSL signal and the voice signal. See if you can get another filer/splitter to try. Ordinary dropouts are usually line noise.
