slow downloads from overseas (BLRO NSW)

What the recommendation to get things working again? I reset modem yesterday and that didn't seem to fix anything - I'm still downloading from overseas sites at 5kB/s (eg. uploaded.net - but local sites seem fine ~900 kB/s from unsw.edu.au or aarnet.edu.au). In fact, I cant even sign in to skype.

Here are my stats - I notice that SNR seems a bit lower now (maybe was about 6.0 before, now 3.9).

Any suggestions, although I wont be able to check/test them for ~10 hrs until I get home after work. I will disconnect modem now before going to work.

I have made a slight change on your service. Please try restarting your modem and check if the issue persists.

Well it seems to have made an improvement - I'm now downloading at ~900 kB/s again.

I will continue to monitor - stats seem fine so far too (better SNR but slightly lower sync, but no matter about that).
