Performance in Nelson Bay, 2315. Congestion?

I've just set up a new modem, a TP-Link Archer D9. It is replacing an Asus DSL-AC68U as I have found with my line the Asus with it's Mediatek modem chip couldn't hold a connection and was giving me frequent disconnects and poor speeds. The D9 is doing much better with it's Broadcom chip, but there's still some things going on. Since setting it up last night, there's been one disconnect, and I've just done a speediest using the speedtest.exetel.com.au site with the following results:

Last Result:
Download Speed: 3656 kbps (457 KB/sec transfer rate)
Upload Speed: 529 kbps (66.1 KB/sec transfer rate)
Latency: 36 ms
Jitter: 35 ms

I haven't saved the result, but this morning, on ozspeedtest, my download speed was double this. I'll do another test on the Exetel speedtest site in the morning to see what it says. Before I go opening a ticket, is this just congestion? I've been at these premises for about 2-1/2 years now, when I first moved in, using a Billion 7800n modem, my speeds were up around 10Mbps. I've done an isolation test with no real change in performance, and the line filters are reasonably new (I'm actually using the one supplied with the Archer now). Should all phone sockets in the house be filtered, even if there's no phone plugged in? Today I found a socket behind a bed that I wasn't aware of.

The SNR on the Asus was all over the place, sometimes around 4, and attenuation was 44. Downstream speed was only getting around 7-8, depending on SNR. Is this just the way it is, or is it worth having the line checked out?

Thanks. I've carried out the instructions earlier this morning. It does seem to be congestion, as this morning I was getting 8.7Mbps. I'll try again this afternoon and see. From the email, there's no issues with my service or line.
